What Is a Comprehensive Plan?
Pittsburgh describes the plan like this:
“A citywide comprehensive plan expresses a holistic, community-wide vision of the city’s future. It helps city government and its citizens plan for and guide how the city grows and makes improvements by developing goals and policies related to a range of land use, city services, and quality of life topics.”
